Weblate originally supported only GNU Gettext po files, but over the time list of supported formats got extended to support wide range of commonly used file formats for translation:

Weblate is built using state of the art free software technology - it uses Django (web framework), the translation file formats are handled using Translate Toolkit and user interface uses jQuery UI.
